The photo gallery on your property page is a grid of tiles, one photo each, grouped by room or space. By default that grid is alive: every few seconds a tile crossfades to another photo from the same room, and when a guest hovers a tile it peeks at yet another one. The caption under the cursor follows whichever photo is showing at that moment.
Some hosts want the opposite: the tile you placed stays put, a hover simply zooms it, and the caption is always that photo's own. Shuffle gallery photos is the switch between the two.
Where: Property editor → Space tab → Photos & Spaces → the ··· button (More photo tools) at the right end of the gallery toolbar → Shuffle gallery photos.

Either way, photo order, room tags, captions, and the lightbox are exactly as you set them. This switch only decides whether tiles trade places on their own.
